Delhi Draft EV Policy 2026 Proposes Incentives For Electric Two-Wheelers, Autos And Dedicated Permits For Women And Transgender Drivers

Two-wheelers should be the priority area of the EV sector in India.

The Delhi government is preparing to introduce a new electric vehicle policy.

According to an Indian Express report, the proposed EV Policy 2026, expected to be announced during the upcoming Budget Session, will outline financial incentives for electric two-wheelers and auto-rickshaws, expansion of charging infrastructure and targeted support for women and transgender drivers.

Officials said the policy will replace the existing framework launched in 2020, which is set to expire on 31 March. The new policy will remain in force until 2030.

“After the policy is announced, the Transport department will send the final draft to the Cabinet. Once approved, it will be placed in the public domain before being formally notified, likely from the next financial year,” a senior official was quoted as saying by IE.

A key focus of the proposed policy is the electrification of the city’s large two-wheeler fleet. Authorities estimate that nearly 5.8 million two-wheelers operate in Delhi, making them a major contributor to vehicular emissions.

Two-wheelers account for around 67 per cent of the capital’s vehicle population.

To accelerate adoption, the government plans to offer declining incentives over the first three years of the policy.

Buyers of electric two-wheelers priced up to Rs 2.25 lakh may receive subsidies of up to Rs 10,000 per kilowatt-hour in the first year, capped at Rs 30,000. The incentive would gradually reduce in the following two years.

Electric auto-rickshaws will also receive financial support, with subsidies starting at Rs 50,000 in the first year and tapering in subsequent years.

“Keeping this in view, the proposed policy includes major year-wise incentives during the first three years to accelerate EV adoption,” the official said.

The policy also proposes special permit categories for women and transgender drivers, called ‘Pink e-permit’ and ‘Rainbow permit’, intended to expand employment opportunities while improving last-mile transport connectivity.

Beyond incentives, the government plans to significantly expand the city’s charging network, increasing the number of charging and battery-swapping points from around 9,000 to 36,000.

Additional provisions include incentives for scrapping old vehicles, battery recycling systems and support for electric trucks in the commercial vehicle segment.
