Election Commission To Soon Roll Out Special Intensive Revision Of Electoral Rolls Across Remaining States

India's Chief Election Commissioner Gyanesh Kumar announced on Saturday (24 January) that the Special Intensive Revision (SIR) of electoral rolls will soon be rolled out across all remaining states, describing pure electoral rolls as the bedrock of democracy.
Speaking on the eve of National Voters' Day, Kumar highlighted the initiative's success in creating accurate voter lists by including every eligible elector while removing ineligible names.
The revision exercise has already been completed successfully in Bihar and is currently underway smoothly in 12 states and union territories.
The Bihar experience proved particularly encouraging, with not a single appeal filed against the final electoral roll, establishing its sanctity and credibility.
Elections conducted following Bihar's SIR proved historic, recording the highest voter turnout since 1951 at 67.13 per cent, with women electors registering an unprecedented participation rate of 71.78 per cent.
The nationwide SIR process, which was announced on 27 October 2025, covers approximately 51 crore electors across 321 districts and 1,843 Assembly constituencies in its second phase.
The exercise involves over 5.3 lakh Booth Level Officers conducting house-to-house verification at least thrice to ensure accuracy.
Voters must provide documentary proof using one of 13 approved documents, including Aadhaar cards, to establish their eligibility.
Kumar also emphasised India's growing global leadership in electoral management, noting the country's recent chairship of International IDEA and its hosting of what it described as the world's largest international conference on election management, attended by heads and senior officials from election bodies in over 70 countries.
The Chief Election Commissioner made a special appeal to young voters, urging them to combat misinformation whilst announcing plans for a dedicated youth-centric programme to provide clear understanding of the electoral process.
