India Semiconductor Mission: Major Rs 4,500 Crore Revamp Planned For Government-Owned Chipmaker SCL Mohali

Union Railway Minister Ashwini Vaishnaw has announced that Rs 4,500 crore will be invested to modernise the Semi-Conductor Laboratory (SCL) in Mohali under the India Semiconductor Mission.

He added that Prime Minister Narendra Modi has decided to upgrade the SCL and transform it into a high-quality semiconductor training hub, a commercial production centre, and a world-class R&D facility.

"The Semi-Conductor Laboratory (SCL) in Mohali is a facility that the country takes pride in. The Prime Minister has decided to upgrade it and establish a high-quality semiconductor training centre, a strong commercial production unit, and a world-class R&D facility under the India Semiconductor Mission. An investment of Rs 4,500 crore will be allocated for the upgrade of SCL Mohali. Its modernisation will occur through several initiatives," Vaishnaw was quoted as saying by news agency ANI.

He explained that the plan includes process upgrades, installation of new tools, and a targeted 100-fold increase in production level.

He noted that the modernisation effort will support national strategic needs, academic training, research work, chip design, and fabrication.

He added that a large-scale training centre will also be established to strengthen the fast-growing semiconductor sector, an industry that PM Modi has prioritised and has helped realise the country's 60-year-long aspiration.

He informed that he held an extensive discussion with the SCL team regarding the roadmap.

"The entire team has been told very clearly: SCL will remain a government organisation, a major R&D organisation that will play a significant role in India's semiconductor journey in the future," he added.

He remarked that the Prime Minister’s vision for the sector is comprehensive and long-term.

He highlighted global confidence in India’s emergence as a semiconductor hub.

Semiconductors play a major role in modern technology ecosystems, powering critical systems in healthcare, communications, transport, defence, and space.

India has made substantial progress since the launch of the India Semiconductor Mission in 2021, and MeitY has already initiated internal consultations for Semicon 2.0.
