Hyderabad Approves Rs 3,145 Crore Road Maintenance Programme Covering 1,045 Kilometres Across Three Corporations

The Greater Hyderabad Municipal Corporation has set the wheels in motion for Phase 2 of the Comprehensive Road Maintenance Programme following the state cabinet's nod to the long-delayed proposal.

Engineering teams have begun preparatory work, with the tender notification expected once the government issues formal administrative approval.

The programme will cover 1,142.54 km of roads within the erstwhile GHMC limits, to be built and maintained by private contractors over five years. Of this, 744.22 km was part of the original phase, while 398.32 km has been freshly added.

In a significant expansion of scope, roads with two or more lanes will now be included, unlike the earlier criterion that restricted coverage to roads with three or more lanes. Mechanised sweeping has also been added to the scope of work alongside construction and maintenance.

A key change in Phase 2 is the adoption of Full Depth Reclamation technology to tackle the recurring deterioration of bituminous roads caused by flooding and heavy use.

The method involves excavating existing road surfaces entirely and recycling the waste material on-site by mixing it with cement, lime and chemical stabilisers to create a reinforced base before laying fresh bitumen.

Officials said this approach cuts costs while significantly extending road life compared to the earlier practice of milling and re-layering.

Of the newly added 398 km, work on 98 km has already been completed after GHMC prioritised severely damaged stretches during the 18-month wait for government clearance.

The remaining stretch includes 236 km of bituminous roads and 64 km of cement concrete roads.

Civic officials are keen to wrap up improvements to major arterial roads ahead of the next GHMC elections, which are anticipated roughly six months after the current council's term concludes.
