The Government of Kerala has approved the acquisition of nearly 230 acres of land to support expansion and industrial development linked to the Vizhinjam International Seaport, one of India’s key emerging transshipment hubs.

The decision was taken during a cabinet meeting chaired by Chief Minister Pinarayi Vijayan on Friday (13 March).

According to an official statement from the Chief Minister’s Office, the land acquisition will involve areas in Kottukal, Maranallur and Amaravila in Thiruvananthapuram district.

The process will be carried out under the provisions of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013, which governs compensation and rehabilitation for landowners affected by development projects.

The acquisition is expected to cost approximately Rs 810 crore, reflecting the scale of development planned around the strategic deep-sea port.

Officials said a portion of the funding—around Rs 283.68 crore—will be drawn from the Plan Scheme Treasury Saving Bank account of Vizhinjam International Seaport Ltd (VISL).

The remaining funds will be sourced from an already sanctioned loan from the National Bank for Agriculture and Rural Development (NABARD).

The cabinet has also authorised VISL to undertake activities associated with port-led industrialisation on the land once it is acquired.

Authorities expect these initiatives to support logistics, trade infrastructure and industrial clusters connected to port operations.

In a separate decision, the cabinet also agreed to frame a policy focused on the protection and rehabilitation of street children across the state.

The initiative follows directions issued by the Supreme Court of India in 2022 concerning safeguarding vulnerable children living on streets.

Officials said the proposed policy will outline measures to ensure the safety, welfare and healthcare of such children.

It will also include steps to provide identity documentation and institutional support, helping integrate them into social protection systems and government welfare programmes.
