Kumbh 2027, Dehradun Flyover And Social Pensions Get Big Push In Uttarakhand's Rs 1.11 Lakh Crore Budget

Uttarakhand Chief Minister Pushkar Singh Dhami presented the state budget for 2026-27 at Gairsain, the state's summer capital, on Monday (9 March), with the 2027 Kumbh Mela, a contentious elevated corridor in Dehradun, rural connectivity and social welfare taking centre stage.

The budget outlines total expenditure of Rs 1,11,703 crore, comprising Rs 64,989 crore in revenue expenditure and Rs 18,153 crore as capital outlay.

Total receipts have been estimated at Rs 1,10,143 crore. The state expects to receive Rs 17,415 crore as its share from central taxes and Rs 18,491 crore through centrally sponsored schemes.

The Kumbh Mela slated for 2027 has been allocated Rs 1,027 crore, while Rs 350 crore has been set aside for the Rispana-Bindal elevated corridor in Dehradun, a project that has drawn sharp criticism from environmentalists and activists over displacement and ecological concerns.

The Pradhan Mantri Gram Sadak Yojana received Rs 1,050 crore, and the agriculture and horticulture sectors together got Rs 1,113 crore.

With assembly elections approaching next year, the government raised social security pension provisions to Rs 1,327.73 crore.

Healthcare allocations include new district and sub-district hospitals across several regions, partly in response to protests in Chaukhutia over inadequate health services.

Education and sports received Rs 11,871 crore, while Rs 586 crore was set aside for skill development. Women's empowerment schemes were backed by a gender budget of Rs 19,692 crore.

Tourism got over Rs 500 crore across revenue and capital heads, with additional funds for eco-tourism and international yoga promotion.

Dhami described the budget as a document that reflects a balance between development, heritage, culture and modernity, calling it a step toward a developed Uttarakhand for a developed India.
